I want to split a design into 3-4 hoops. I can't get the area to calculate hoopings, despite attempting multiple split strategies.

I have a long verse I am attempting to place on a border. It will take at least 3, perhaps 4 splits. I use splitting guide, with uninterupted split marks and when I request hoop calculation I am notified some area is out of the hoop. I placed 4 hoops over the area and it appears to be covered.
